Most banks have the rule that a Direct Debit Instruction goes dormant after twenty four months of being unused.

We don't receive any notification from BACS that a contract becomes dormant, so the status isn't changed automatically.

We recommend checking a contract's payment history to see whether the previous payment has been due for longer than the dormancy period.

The dormancy rule comes from the banks themselves and so any payment or AUDDIS sent to the bank restarts the dormancy period. If you're migrating from another bureau outside of Access PaySuite DDCMS, you need to send 0Cs from that bureau and 0Ns from Access PaySuite DDCMS, which starts the period again.
