Direct Debits can only be set up from a UK based bank account.
What qualifies as a UK based bank account
To set up a Direct Debit, the bank account must:
Be opened with a UK bank or building society.
Support the UK Direct Debit Scheme.
Include:
An eight digit account number
A six digit sort code
If an account doesn't have both a sort code and account number, it can't be used for UK Direct Debit.
